三 | 具体运行中，中心着力打破部门壁垒，推动涉海解纷资源下沉一线，针对船员劳资、船舶碰撞等复杂纠纷开展跨部门联合调处，群众“进一扇门”即可对接多个职能部门，告别多头跑、反复跑。与此同时，中心依托峰尾镇和崇武镇综治中心设立专门调解办公场所，畅通线上线下受理渠道，将纠纷受理端口前移至渔港码头，最大限度降低市场主体的维权时间成本与经济成本。在司法衔接方面，中心落实海事法治共建协议，深化与厦门海事法院的对接，打通行政调解与司法确认的快速直通渠道；同时完善与仲裁机构的信息共享和案件分流机制，对不同类型海事海商纠纷分类处置，做优诉前调解。
